W210 Headlamps

This might be a stupit question, but... Should my headlamps dip ? It just seems they stay the same while the inside lamps go on and off.

The larger outer lamps are the dipped beam, the inner smaller lamps are the main beam. The dipped beam stays on as well when you select main beam.
