As an alternative to gimp, Office versions prior to 2003 had Microsoft Photo editor included.
I dont know what your license situation is for office but I wouldnt be surprised if your license covers you for previous versions.... or maybe you even have your old office 2000 licenses kicking about.

If so, you could install Microsoft photo editor from an office 2000 CD for little or no cost.

Whilst not as powerful as some photo software, it does all that mere mortals require and is very easy to use,.
